In Guangdong province, successive campaigns by local authorities have not only focused on environmental compliance but have also been used as a tool to close or relocate industrial facilities. One year after the Guangdong Government issued the "Comprehensive Rectification Work Plan for Poorly Managed, Polluting and Small Industrial Enterprises in Guangdong Province" in August 2018, authorities have announced that one-third of the 60,000 polluting enterprises that were inspected will need to be shut down.
